In a consortium, Toyo Setal and Toyo Engineering Corporation won the bid to construct a diesel hydrotreating unit (HDT) and revamp existing units at the Paulínia Refinery (Replan) – the largest in Brazil in processing capacity. With this project, all diesel produced at this refinery will be of the S-10 type, which has a lower sulfur content than S-500 diesel, which will no longer be produced.
The contract was signed on May 9, and since then, the Toyo Setal HDT Paulínia Consortium teams have already begun work, with a delivery deadline of 40 months.
The scope of the contract includes the supply of goods and services related to the preparation of the executive project, construction, assembly and disassembly, revamp, commissioning, pre-operation and startup support, assisted operation, and the supply of goods for the HDT 4 project.
“The contract follows the EPC model. We are already starting the procurement of the main equipment and are in the early stages of mobilization. The project is expected to generate approximately 1,300 direct jobs,” highlights Carlos Stampa, Toyo Setal’s Business Development Manager.
Local expertise and capacity
According to the executive, the bidding process was conducted under the “lowest total price” modality, and the Toyo Setal HDT Paulínia Consortium won by presenting the most competitive proposal while fully meeting all qualification criteria required in Petrobras’ tender. “We will apply all our local expertise and capability to execute large-scale construction and assembly services using our own workforce. Toyo Setal will combine its deep knowledge of local procurement with Toyo Engineering Corporation’s global procurement services,” he explains.
Also according to Carlos Stampa, Toyo Setal and Toyo Engineering Corporation have long-standing experience and a strong track record of projects and supplies for Petrobras, including several others of the same type, size, and complexity.
The investment in constructing the new HDT unit and revamping existing ones is part of the 2022–2026 Strategic Plan. According to Petrobras, with the startup of the new HDT unit, scheduled for 2025, Replan’s capacity to produce S-10 diesel will increase by 63,000 barrels per day (bpd) and 12,500 bpd of aviation kerosene.
According to Petrobras, the focus has been on improving energy efficiency and reducing greenhouse gas emissions, modernizing refineries, and preparing the company to remain competitive. Over the next five years, investments of US$ 6.1 billion are planned to expand refining capacity and position its refineries among the best in the world in efficiency and operational performance.
